Operation Zapata, or the Bay of Pigs Invasion, took place in 1961 under the eye of the United States government. It was considered an utter failure and an embarrassment, but one can see here that the American government tried to deflect blame.
There is an emphasis in this document that the Joint Chiefs of Staff did not explicitly say they believed the invasion would succeed. Instead, Operation Zapata is made out to be hastily thrown together and unapproved, which may well be true. However, it was still carried out, putting into question the Kennedy administration’s judgement. While the tone of the document is official and formal, one can read the frustration and humiliation within the rebuttals of outside accounts.
