Due to hostile relations with Fidel Castro, the United States endeavored to remove him from power in any way possible. Not mentioned in this document is the hundreds of attempts on his life, all of which failed.
This draft study details potential ways to entice Cubans into going against Castro and communism. This includes the idea of “Radio Free Cuba”, which is outright stated to be pro-American propaganda. There is also emphasis on convincing Cubans that once out of Castro’s grasp, they may choose any way of life they wish, unlike under communism. There is no remorse whatsoever shown here, meaning that the drafters of this document wanted those reading it to feel none towards whatever actions they wished to be carried out.
